Showkutally Soodhun aurait-il empoché un emprunt d’un million de roupies de la part du CEO d’une compagnie indienne ? C’est ce qu’allègue Kedar Chapekar, CEO de Garware Infra Projects Ltd, une filiale du Garware Building Contracting LLC de Dubaï et dont la maison mère se trouve à Mumbai, en Inde. L’homme d’affaires indien soutient avoir rencontré le vice-Premier ministre et ministre du Logement en plusieurs occasions à Maurice et à Dubaï, afin de lui présenter un projet pour la construction de 10 000 ‘low cost houses’ pour les démunis. C’est durant une de ces rencontres que le VPM et ministre du Logement lui aurait fait part de ses difficultés financières et lui aurait demandé un million de roupies. Ce n’est que quand un dénommé Siddick Khodabux, qui agissait comme intermédiaire, lui réclamera un million de roupies additionnel que Kedar Chapekar aurait réalisé qu’il s’est fait prendre dans les filets.
L’affaire remonte à janvier 2015. Ayant appris que le gouvernement fraîchement élu aux législatives de décembre 2014 projetait de construire 10 000 ‘low cost houses’ pour les démunis, le businessman, qui dit avoir des amis à Maurice, décide d’approcher Showkutally Soodhun pour lui présenter son projet. Une réunion est fixée durant la première semaine de septembre 2015 au bureau du VPM à la Government House à Port-Louis, et ce en présence des officiers du ministère du Logement. « He was very keen and very enthusiastic about the project and he arranged a meeting with the NHDC for us », explique le CEO du Garware Infra Projects Ltd.
Kedar Chapekar soutient avoir fait une proposition pour la construction de ces 10 000 ‘low cost houses’ sur une durée de trois ans, tout en utilisant une technologie avancée. L’homme d’affaires affirme qu’il avait même fait une proposition pour le financement de ce projet. « We knew the project would cost a lot of money and that it would not be easy for the Government of Mauritius to finance this project. So I told the VPM that we work closely with some funding companies and that we can work out a financial proposal with a Dubaï funding company. They would have financed the project against a very low interest rate. The Minister was very happy about that », poursuit-il.
Enter Siddick Khodabux
Après plusieurs rencontres toutefois, Showkutally Soodhun aurait commencé à ignorer les appels de Kedar Chapekar qui tentait de s’enquérir de la situation. « I had made so many visits to Mauritius and spent so much money on the presentation. I wanted to know what was happening », dit-il. C’est à ce moment qu’un de ses amis mauriciens l’introduira à Siddick Khodabux. Ce dernier serait un proche de Showkutally Soodhun. Rendez-vous est pris avec celui-ci à l’hôtel Labourdonnais où l’homme d’affaires indien résidait lors de ses déplacements à Maurice. « He said he’ll take me to meet Showkat the next day. But on the same day, he called me in the afternoon to say that the Minister was in some financial problems and was asking if I could give him a loan of Rs 1 million. I was taken aback. I was not expecting something like this. We build social houses and there is not much profit in it. I came with a clean proposal and I thought it to be a win-win situation for the Government of Mauritius and for us also», affirme-t-il. Il ira cependant à la rencontre fixée le lendemain par Siddick Khodabux avec Showkutally Soodhun. La même requête lui sera alors faite par ce dernier. « He said he was having some financial constraints and that he would need Rs 1 million. He promised he would return it back within three months », declare Kedar Chapekar. Ce dernier lui dira alors qu’il n’avait pas cette somme d’argent avec lui et qu’il y réfléchira.
« From my hand to his »
À son retour en Inde, Kedar Chapekar dit avoir reçu plusieurs appels et SMS de la part de Siddick Khodabux lui demandant ce qu’il est advenu de la requête de Showkutally Soodhun. « How are you sir, big boss is asking about you. He want to know when you are coming. He is planning for Dubai very soon », peut-on lire dans un des messages envoyés par Khobabux à Chapekar en date du 2 novembre 2015. « I said to myself the Minister looks decent enough. Maybe he is really in some financial problem. So let me help him out. After all, he promised to return back the money », souligne Kedar Chapekar. Il prendra donc un vol à destination de Maurice le 5 novembre et atterrira à l’aéroport SSR à 18h après que le vol ait été retardé. « I called him to say I would meet him the next day because I was in my jeans and I didn’t want to meet a Minister in this attire but he asked me to come directly to his office in Ebène. I went there and gave Rs 500 000 in person to Showkat. From my hand directly to his. He was very happy and he said that I have been of a big help to him », dit-il.
Quelques temps après cette rencontre, ne voyant toujours rien venir concernant son projet, Chapekar reprendra contact avec Khodabux. « He told me that the Minister had asked for one million rupees and that I gave him only half the amount. I should have kept my word because the Minister holds a high stature and so on », poursuit-il. Finalement, l’homme d’affaires indien décidera de remettre à Soodhun la deuxième tranche de Rs 500 000. Les échanges avec Soodhun reprendront alors. Ce dernier aurait même envoyé un SMS à l’homme d’affaires indien le 25 janvier 2016 lui demandant de le rencontrer au JW Marriott Marquis Hotel à Dubaï après deux jours, soit le 27 janvier 2016, en vue de faire avancer le projet. « I was also supposed to take along with me our funding partners who unfortunately could not make it. During the meeting, Showkat openly told me that I need to make arrangements for more money to be paid to him », relate notre interlocuteur. Les choses prendront alors une autre tournure.
« I understood then that the Minister was misusing his position for some financial gain. If he was not interested in the project, he should have told me right at the beginning that he couldn’t go along with the project. Instead, he made me come to Mauritius so many times and spending so much money on the presentation of the project », affirme Kedar Chapekar. Ce dernier finira par envoyer une lettre au Premier ministre en date du 15 avril 2016 pour lui faire part de ses tracasseries. « Your Excellency, the undersigned has made 15 trips to Mauritius to follow up on our proposal and knock on the doors of the concerned. We have to date only received cosmetic assurances of a quick closure but the intent for sure was missing. Despite making an offer to bring in investment to Mauritius, all our efforts have been reciprocated with disdain, which has left us with a sense of frustration and humiliation », écrit Kedar Chapekar. Pourquoi n’a-t-il pas mentionné la somme d’un million de roupies remise à Soodhun dans cette lettre envoyée au chef du gouvernement? À cette question, l’homme d’affaires indien nous dira: « Because Showkat had sollicited my help privately. I did not deem it fit to mention it ». Et de conclure: « I don’t plan to take any actions against him but the Almighty will surely tackle him ».
Siddick Khodabux : « Je ne connais aucun Chapekar »
Contacté hier soir, Siddick Khodabux, membre du MSM et du conseil d’administration de la ‘Local Government Service Commission’ (LGCS) et qualifié comme un « small time politician » par Kedar Chapekar, affirme ne pas connaître l’homme d’affaires indien. « Oui, je suis proche de Showkutally Soodhun puisque nous sommes dans le même parti. Mais je ne connais pas cet homme dont vous parlez ». Et qu’en est-il des messages qu’il a envoyé à Chapekar. « Mo bizin alle guetter. Mo zoine bocou dimounes. Mo pas pe rappelle », nous a-t-il dit.
