Le ministre Sunil Bholah se retrouve au sein d’une controverse. Dans un affidavit juré en Cour suprême, hier, par Lutchmeeparsad Jhugroo, le ministre du Business, des Entreprises et des Coopératives est accusé d’avoir enfreint le travail enclenché par le ‘caretaker board’ de la Vacoas Multipurpose Cooperative Society. “I state that the Society is in the right path of recovery but the intervention of the Registrar and that of the Minister appears to stop this progress”, affirme-t-il dans cet affidavit. Il accuse également le ministre d’avoir usé de son influence pour suspendre le contrat du Manager de SB Proconsult Ltd, une compagnie dont les services avaient été retenus pour mettre en place un ‘salvage plan’ pour redresser la coopérative. “The Board at its meeting held on 6 December 2017 debated the motion of the Minister’s representative and decided to terminate the management contract of SB Proconsult without any valid reason with a vote of 6 to 3”, souligne Lutchmeeparsad Jhugroo.
Le président de cette coopérative soutient également que le ministre aurait fait pression pour que le board approuve la vente d’un terrain de 37 arpents se trouvant à Flic-en-Flac à un ‘lowest bidder’, soit Claridges Properties Ltd. “I aver that further to the unwarranted decision of the Board, I again asked for a meeting with the Minister to review his decision to sell the land to the lowest bidder and not to remove manager from office without any valid reason. The Minister agreed to meet me on 13 December 2017 and he told me that he will maintain his decision to remove the Manager”, poursuit Lutchmeeparsad Jhugroo dans son affidavit. Il déplore que le Registrar des Coopératives “does not mention approval by the General Assembly before authorizing the Board to proceed with the agreement with Claridges Property Ltd”. Et d’ajouter plus loin que “I was appalled by an email sent to me on Monday the 18th of December 2017 at 23hrs whereby the Secretary of the Board ordered me to sign a letter bearing the letterhead of the Society to the effect that the offer of Claridges was accepted and this without having considered the offer of Fontanel and Mone which was better than that of Claridges”.

Interrogé, le ministre Sunil Bholah dément catégoriquement tout abus de pouvoir. « Tout ce qu’il a dit dans son affidavit est faux. Je n’ai fait qu’assurer que les procédures ne soient pas retardées afin que les membres de la coopérative ne soient pas pénalisés puisque Jhugroo utilisait des delaying tactics », argue le ministre.
